About

Colleen Sklar

Colleen grew up in Treaty No. 1 Territory and is a proud Manitoban who has dedicated her career to building strong and prosperous communities.

As the Principal of Creative Resolutions, Colleen operates at the crossroads of diverse sectors collaborating with leaders from municipal, provincial, federal and Indigenous governments, as well as the business community and civil society. Her work is marked by a commitment of developing innovative solutions for the benefit of all.

A Conflict Resolution and International Development graduate from the University of Winnipeg, as well as a IAP2 Certified Community Consultant, Colleen’s formal education and training has paved her way as a respected leader whose expertise shapes organizational structures to meet modern demands.

One of Colleen’s core beliefs centres around the paramount importance of water for future generations. She demonstrated this conviction by spearheading the Plan 20-50, Manitoba’s first 30-year regional plan for the Winnipeg Metropolitan Region.

Currently, Colleen is working to build JohnQ Public Inc., a groundbreaking Municipal Participation Corporation, and has brought local leaders together to build collective capacity. This capacity is leveraged to deliver critical infrastructure, vital for the prosperity and well-being of our communities.

Colleen’s dedication to meaningful reconciliation is evident through her involvement as a co-facilitator with the Centre for Indigenous Environmental Resources on the national Collaborative Leadership Initiative. This initiative strives to advance reconciliation by building new partnerships and identifying co-development approaches.

With an entrepreneurial spirit and a knack for cultivating startups, Colleen stands at the forefront of policy innovation. Her visionary approach addresses the complex challenges of our times, encompassing environmental sustainability, social cohesion, and governance excellence.
